Governor appeals for specialised health care for Arunachalees
ITANAGAR, Dec 9: Gen J J Singh has called on Jawaharlal Nehru Medical College, Belgaum under KLE University, to extend specialised health care services to people of Arunachal. He suggested that cardiologists come to Arunachal Pradesh and carry out free camps.
The Governor, said this during the annual convocation of the Institution in which 125 students received their graduation certificates.
Responding to the request of the Governor, Chancellor KLE University Prashakar Kore agreed to conduct free camps in the State. Touched by the appeal of Gen Singh, Kore further informed that they are ready to provide free heart surgeries for poor patients of the Arunachal Pradesh and any serious heart case of the State may be referred in the institution.
Showing enthusiasm, the medical fraternity of the intuition, assured free camps, especially for cleft cases and other medical awareness campaigns.
Governor further said that there is an acute shortage of doctors in rural areas. “I urge young doctors of the country to devote some years of their professional lives to working in rural areas by responding positively to the call of the Government to take up rural postings. Undoubtedly, all of you have certain career goals which are important. At the same time you also have social responsibilities and a duty towards nation building, he said. By serving in rural areas not only would you be doing good work for the nation, but the stint will be a valuable addition to your professional experience. It would also be an opportunity to get to know your country more closely, he stressed. Never missing an opportunity to plead for denizens of the State, he offered open invitation to any specialized medical practitioner to Arunachal Pradesh, whom he said would be treated like a State Guest if they come for social service.
It may be mentioned here that Jawaharlal Nehru Medical College, Belgaum has 46 years of distinguished academic record. The KLE Society and University have rendered a sterling contribution in the field of education since 1916. It is now known for its comprehensive facilities for teaching, research and patient care.
Earlier, in the day, Gen Singh, who is also a Honourary Colonel of the Maratha Light Infantry, visited its centre, which is located at Belgaum. He was given ceremonial guard on his arrival at the regimental centre. As tradition, Gen Singh paid homage to martyrs. The former chief of Indian Army donated twenty medals, which were awarded to him during his illustrated service in army. He also donated the golden trophy won for golf in Srinagar to the centre.

AAPSU reiterates on Education Policy
ITANAGAR, Dec 9: Education Minister Bosiram Siram said that due importance is being given to the overall development of the education sector and Govt. is committed to mitigate the problem being faced by the teachers and students so that a tangible solution can be worked out. He informed that necessary legislation would be brought in education sector shortly for which he sought the cooperation of every stakeholder including the elected leaders, students’ organization and other NGOs. While admitting the problem infesting the education department, he said the problem could be sorted out with considerate support from every stakeholder. He said that first step has been taken in the form of NCERT books being introduced and reiterated that private publications will be done away with.
The minister said this during his maiden visit to Kurung Kumey district to attend the Annual sports week of Palin higher secondary school yesterday. He called upon the students to participate in full sporting spirit and reminded them that the future of the state lies in their hand and for that, they have to work hard in every sphere of their life and make the best use of whatever opportunities they get.
While responding to a memorandum submitted by the students union of the school, he replied in affirmation that the posting of senior teachers in science will be done at the earliest and regarding the infrastructure development, he promised that necessary funds will be provided with due consultation with the local MLA.
MLA Takam Tagar assured the students and teaching community that the problems of the school will be taken up on priority basis. He said that instead of always depending on the government for everything, citizens should rather work out at their own level.
President AAPSU Takam Tatung requested the education minister to immediately bring necessary legislation in the education sector for the passing of education policy in the state. He also delved in length the unscrupulous encroachment of land belonging to education institute all over the state and of the Palin higher secondary school in particular. He urged the minister that upgrading schools for the sake of up gradation on political consideration should be immediately stopped. He further cautioned the students to refrain from using mobile phones in the school premises.
President ANSU Niglar Veo lamented that the root cause of deteriorating academic condition is due to the accumulation of teachers in district headquarter and in the capital complex.
He further said that in the recent time government servant in the state instead of doing what they are supposed to are busy in politics and other businessmen themselves!
The function was attended among others by Director of School Education Tapang Taloh, Deputy Project Director (SSA), General Secretary ANSU Likha Tabho, and Spokesperson AAPSU Tobom Dai.
Maitry Diwas gets a day’s extension

Brig. Mohanty addressing the gathering said that, " the army, district administration and the people of Tawang all have rendered their help, assistance and support to make this Maitry Diwas a success one". To provide employment to the youth of Arunachal Pradesh there will be an entry rally in Rupa after short notice, he informed. "This will give an opportunity to the youth to serve the mother land".
"I wish and hope that in future also the public and District Administration of Tawang will extend their cooperation and coordination to the Army", he said. He gave an assurance from the Army saying that the Army will be there whenever called for.
He thanked Chief Minister, Dorjee Khandu, Tsewang Dondup and Jambey Tashi, MLAs of Tawang and Lumla respectively and the Deputy Commissioner, Gamli Padu, the YUVA Secretary Tseten Chombey and volunteers and the school children from Tawang and Lumla.

Delivering the keynote address, Deputy Commissioner i/c R. Tashi underscoring the importance of the various schemes implemented by DRDA, reiterated that these programmes and policies of the central government are people oriented and for poverty alleviation and to make the rural people self reliant. Underscoring the need for proper coordination between the officers and the PRI members for effective implementation of the schemes, ADC Tashi called upon the PRI members to play a pro active role in bringing the developments to the doorsteps of the rural mass. He also impressed upon the Officers and the PRI members of the need for frequent field visits and interactions with the people which would facilitate and pave way for the success of the RD programmes and policies in the district.
Chairing the District Level Vigilance and Monitoring Committee meeting, R.Tashi dealt at length on the duties and responsibilities of its members. EE (RWD), EE (PHED) and DD (ICDS) highlighted on their rural development programmes and schemes dealing on the physical and financial target achieved on PMGSY, TSC and NSAP. Earlier, Project Director Dakbom Riba took up for discussion the draft annual action plan under SGSY, NREGA, IAY, IWDP (Hariyali) DRDA administration, SBP (State Building Plan) CD Housing, SPA infrastructures and other miscellaneous points which were later approved and passed by the house after threadbare discussion. In fact, the said Governing Body meeting should have been convened in the month of June/July, but it could not be done so owing to various technical snags, the Project Director informed. (DIPRO)
Tree plantation orgainsed to mark Sonia’s Gandhi’s B’day

Dear Editor,
I would like to high light the practices of the Urban Development & Housing (UD & H) Department in Itanagar.
This is the only department that has never handed over the recruitment process of posts of UPO which is equivalent posts of Assistant Engineer to the Arunachal Pradesh Public Service Commission. Most of the posts are recruited via deputation without following the Recruitment Rule (RR) framed for Engineering Department without maintaining formalities.
RWD, PWD, and RD Junior Engineers who have served for 2-
Interestingly, this Department is practicing reverse to the framed RRs, all transfer / promotion/ deputation are done under the influence of political Leaders, creating havoc in the department amongst officers and blocking the chance of handing the posts to the APPSC.
There is already an unemployment problems in the state, why Department is interested in recruiting through Deputation since its creation and blocking the aspirants to try their luck in the dept.
I would like to request the Top Brasses of the Dept including the minister concern to hand over recruitments process to APPSC, which would enable us to compete.

Let us APPSC, be free from internal interference
Dear Editor,
State public service commission, is an offspring of UPSC. How far it is justifiable and authentic to be called an "Advisory body" is yet to be examined. It often shifts its decision and order, it is a process unending, degrading its own status and dignity.
Let’s forget those bygone days because we learnt from our own mistake but the omission should never be repeated.
Let APPSC be equipped with some sanctity and remain free from external interferences.
Amending the procedure and rules through appropriate legislation and established Administrative Tribunal is needed to provide certain guidelines, when will be abiding and adhered to it, so that the status and dignity of commission is retained.
It is not an exaggeration but it is a fact, erupting from my vast experiences, which enable me to compare the differences in scrutiny process of various selection Boards.
What I have seen in others selection Board is that aggrieved candidate is left only with Court of Law for any dissatisfactory process and result, which is beyond any pressure and negotiation.
Therefore need of the hour is certain modification and amendment in the basic tenet of the APPSC and provide certain immunity so that every intellectual regard “PRATIBHA SADAN”, as above all selection Board of the State.

Daporijo needs another school
Dear Editor,
I agree that one APPSC preliminary examination centre in Upper Subansiri should be made as mentioned by one of the readers.
On the other hand, I would like to highlight the woes of students of Daporijo and request the minister for education to see lone Higher Secondary School, which is overcrowded. Many a times children roam outside just because the crowd is huge. To make matter worse, there are no fans and in summer, it is impossible to sit in classrooms. However, the most painful is the acute shortage of teachers.
Once I was told that there were 16 teachers for 300 students and 20 classrooms. Everything is still the same but the number of students is somewhere around 2000.
So, I would like to suggest another Hr sec in Daporijo township, otherwise students of the dist will always be behind the mainstream Arunachal.

Its about time
Dear Editor
I would like to draw the kind attention of the Education Minister, Commissioner and the Director, School Education, regarding the delay in declaration of results of Junior Teachers and Assistant Teachers written examination, which was held on Nov 1.
On 25th November, I went to the Directorate of School education to enquire about the declaration of the result. One of the officials told me that everything (coding, evaluation and decoding) would be completed within the month of November and the result will be declared in Dec first week. In my opinion, concerned authority should seriously look into this matter if they really think and is concerned for better education scenario in our State.
I on behalf of all candidates who have appeared the said examination, humbly request the department to declare the result so that viva voce of said examination could be conducted immediately.

It was the first General Election to the Lok Shaba in 1977 and Vidhan Sabha election a year later, which activated party politics in the state. In 1977 election, the Union Territory was divided into two Parliamentary Constituencies – Arunachal West (1) and Arunachal East (2). The congress candidate R.K. Khirmey was the lone candidate from the Arunachal West Constituency and hence was elected unopposed. While in the Arunachal East Constituency, Bakin Pertin, an Independent was elected to the Parliament as the first ever popularly elected Member of Parliament from Arunachal Pradesh.
Bakin Pertin, immediately after his election, convened an All Leaders Conference at Pasighat in April 1977 with an idea to form a regional political party to fulfil his election fledge. The Conference was attended by leaders from all over Arunachal Pradesh The Conference decided to form a regional political party in Arunachal Pradesh to be called “the People’s Party of Arunachal” with Mithun as the symbol of the Party. On 10th April, 1977 the constitution of PPA was adopted. Ideologically PPA was committed to meet aspiration of the people of Arunachal Pradesh and to preserve distinctive culture of its varied tribes.
Bakin Pertin was elected its President and Wanglat Lowangcha, Convener of the Conference,
was elected its Secretary. Tomo Riba resigned from the Thungon Ministry and the Janata
Party to join the newly formed People’s Party of Arunachal. He became its Vice-
In August 1979, the PPA in order to accommodate defectors from the Janata Party into it which enabled it to pull down the Janata Ministry of Prem Khandu Thungon and to form its own Ministry, decided to change its name into United People’s Party of Arunachal.
Why was PPA formed?
In the course of my research many interesting facts have been revealed about the reasons for the emergence of the first regional political party in Arunachal Pradesh.
I am told by a prominent leader of Basar that Bakin Pertin, the founder President of PPA, was particularly impressed by the personality of Laldenga, the founder of Mizo National Front. Therefore, it is likely that he wanted to develop a regional party in Arunachal Pradesh in the line of Mizo National Front so that the party does not have to dance to the tune of National Political Party and its high command in Delhi. In an interview, the author was told that late Pertin’s idea was to demand Arunachal Pradesh as ‘Buffer State’ between India and China after becoming the Chief Minister. This idea came to him after a ‘letter’ from Ministry of External Affairs, Government of India was shown to him, when he was in Delhi College, Delhi as Senior Officer, NCC, by one Mr. Sen indicating that the Government of India may be forced to declare Arunachal Pradesh as Buffer zone. It could not, however, be ascertained if he had in mind the idea to separate Arunachal Pradesh from India or wanted special constitutional status for the state.
In the first General election in 1977, late Pertin’s claim for nomination by Indian National Congress did not happen probably because of local politics. He was denied Congress ticket and an outsider, Nyodek Yonngam belonging to Western PC, was made party’s nominee from Eastern Parliamentary Constituency. Late Pertin thought that an injustice had been done to him, which gave rise to a favourable situation for germination of an idea of Regional Party in the state. He convened a meeting of students of Jawaharlal Nehru College, Pasighat and could convince them of a necessity of having regional party to defend the interests and aspirations of the indigenous people of Arunachal Pradesh.
Students of JNC, who were already unhappy with the Congress for imposition of emergency, decided to go against the ruling party (Congress) candidate and proposed Bakin Pertin’s name on the condition that he form a Regional Party on being elected. Initially there was a meeting of Adi students studying in the College and subsequently meeting of all students was organised. It was decided, in that meeting, to create political consciousness among the villagers by the students in their respective villages about the necessity of regional identity.
Party’s Future
The experiment of regional political parties has not been quite successful in Arunachal Pradesh. The regional tendency that developed in the state with the formation of Peoples’ Party of Arunachal in 1977 is no more found among the people. The Peoples’ Party of Arunachal (PPA), the first regional party of the state came to power in 1979, which lasted for only 47 days.
The Arunachal Congress (AC) was formed in 1996 under the leadership of Shri Gegong Apang. The party stayed in power until it was voted out in Assembly in January 1999 following a split in Arunachal Congress Legislative party. Rejection of Arunachal Congress by the voters in the last assembly election indicates that the regional political parties are neglected in favour of national parties.
A meeting of a group of intellectuals and politicians from the State held in the month of August 2007 resolved to revive the Peoples’ Party of Arunachal. It is to be seen whether the voters will allow the history of 1970s to be repeated in the state. Given the level of corruption and the degree of irregularities, should we be optimistic that the refined regional party would play a significant role in the electoral politics of the state and ultimately gain the voters’ confidence? It is to be seen whether four MLAs elected on PPA ticket will keep the regional flag high. How long?

ACCI calls for evening branch
ITANAGAR: Arunachal Chamber of Commerce and Industries in a letter to the Chief Manager, State Bank of India, has called for opening of evening branch at Naharlagun.
General Secretary ACCI Tarh Nachung said that with numerous business establishments locally and from outside coming up in large number there is an urgent need to open an evening branch at the earliest.

This will go a long way in helping the business community as well as some of the revenue earning departments and the huge number of office goers would also be immensely benefited by this facility, he said.
The ACCI would seek the intervention of the state government, particularly Finance Minister Setong Sena to expedite the matter.
Medical camp at Chipru
HAYULIANG: Dah Division deployed in Hayuliang block of Anjaw district undertook the
organisation of a Medical Camp in village Chipru on Dec 5-
Col K S Kalsi thanked the locals for making the camp a success and promised to undertake more such projects in future. A release said that the area has been plagued by problems of underdevelopment and is not well connected to the rest of the region. The population lives in poverty and basic medical facilities are scarcely available.
